5 arrested after toddler found locked in cage with urine, feces in Carrollton

Five people have been arrested after a toddler was found locked in a “caged area.”

The Carrollton Police Department on Monday afternoon arrested 72-year-old William Mahoney, 71-year-old Brenda Chilton, 52-year-old Tammy Simmons, 29-year-old Cody Johnson, and 28-year-old Shelby Turocy. The suspects are from Carrollton except for Turocy who is from Ghent.

The arrests came after Carrollton police received information that a two-year-old child was being held in a cage at a residence in the 700 block of 7th Street, according to media reports. During a search of the home, police found the “unclothed” toddler locked inside a “wooden and metal closure.”

Police said the enclosure was contaminated with urine and feces.

In addition to the two-year-old, two other children were removed from the home.

All five suspects were charged with first-degree criminal abuse (victim under the age of 12) and felony wanton endangerment. Turocy was additionally charged with possession of a controlled substance (methamphetamine), possession of marijuana and possession of drug paraphernalia.

They are being held in the Carroll County Detention Center.
