
The suspended superintendent of Owensboro Public Schools has been indicted.
Dr. Matthew D. Constant, 51, of Owensboro, who was arrested by Kentucky State Police in late July and charged with procuring or promoting the use of a minor in a sex act and tampering with physical evidence, has been indicted on the tampering charge, Daviess County Commonwealth’s Attorney Bruce Kuegel told news outlets.
No information was released regarding the procuring or promoting the use of a minor in a sex act count, but Kuegel said the lack of an indictment on that charge should not be considered a no true bill (which indicates the grand jury chose not to indict).
Constant was suspended in June without pay — and the termination process initiated — after school officials discovered he was allegedly in a sexual relationship with an 18-year-old student from another school district, possibly in another state.
The Kentucky State Police investigation began sometime in May.
Constant, who is currently free on bond, was initially hired by Owensboro Public Schools in 2011. He was promoted to superintendent in 2020.
