Former Elizabethtown church youth group volunteer facing additional child sex charges

A Hardin County man arrested for having sex with a minor, and who volunteered with a church youth group, is now facing additional rape and sodomy charges after an investigation by the Vine Grove Police Department.

Timothy L. Waters, 39, of Elizabethtown, was arrested in late November 2020 and charged with one count each of first-degree sexual abuse, third-degree sodomy and third-degree rape. Waters, according to The News-Enterprise, volunteered at The Driven Church in Elizabethtown. He volunteered at the church for about one year.

The investigation into Waters’ activities began when a Vine Grove police officer observed Waters and a 16-year-old girl at a city park. The teenager was interviewed by police, resulting in Waters’ arrest.

After his November arrest, the Vine Grove PD continued its investigation into Waters and after a presentation to a Hardin Co. Grand Jury, four additional charges related to the same juvenile victim were added. The newspaper reports the new charges “are from three different time periods: November 17, 2020; between September 2020 and November 2020; and between October 6, 2019, and November 1, 2019.”

With the additional counts, Waters now faces three counts of first-degree sexual abuse, two counts of third-degree sodomy and two counts of third-degree rape. All of the charges are class D felonies.

Waters, who was released on a $10,000 bond only hours after being arrested last November, has not yet been re-arrested, but according to the newspaper, the Hardin Co. Commonwealth Attorney’s Office will recommend a minimum $25,000 cash bond when Waters appears in Hardin Circuit Court, saying there was a “continuing course of conduct for over a year” by the suspect.
