Family of Breckinridge Co. man killed by suspect fleeing KSP sues trooper

The family of a Breckinridge County man killed when a suspect fleeing a Kentucky State Police trooper crashed into his vehicle is suing the pursuing trooper.

The incident occurred on Sunday evening March 10, 2024, at approximately 5:30. Kentucky State Police said a trooper was “conducting speed enforcement” on Joe Prather Highway (Hwy 313) near Flaherty in Meade County when the trooper observed a 2009 Ford Fusion traveling at a high rate of speed. The trooper attempted a traffic stop, but the Ford fled.

The pursuit turned south onto Hwy 333 before entering Breckinridge County. At the intersection of McDonald Lane and Hwy 333, the Ford crossed the center line and into the path of a 2009 Jeep Wrangler, being driven by 40-year-old Jordan Lynch, of Custer.

Lynch was airlifted to University of Louisville Hospital where he died on June 1, 2024. In the vehicle with Lynch was his 14-year-old daughter, who was airlifted to Norton Children’s Hospital. She survived her injuries.

The driver of the fleeing vehicle, 51-year-old Rodney Richards, of Radcliff, was pronounced deceased at the scene by the Breckinridge County Coroner’s Office.

Lynch’s family is now suing pursuing Kentucky State Police Trooper Travis Davis, according to WDRB.com. The family says the chase lasted for approximately eight-and-a-half minutes and reached speeds up to 110 mph on two-lane highways.

“This pursuit should never have happened,” Lynch family attorney Kevin P. Weis, of Thomas Law Offices, told media outlets. “The trooper disregarded Kentucky State Police policy and basic safety considerations resulting in this tragedy.”

The lawsuit, filed in Breckinridge Circuit Court, claims there was not a life-threatening emergency or circumstance that dictated a high-speed pursuit.
