
A trooper has fatally shot a child rape suspect in Knox County.
The Kentucky State Police Critical Incident Response Team is investigating the shooting that occurred Monday night just after 6:00 at 635 Hubbs Hollow Road, near the Rockholds community approximately eight miles west of Barbourville.
State police said troopers were assisting the Barbourville Police Department is executing an arrest warrant on 44-year-old Steven M. Carter, of Rockholds.
“Shortly after arriving on scene, a trooper located Carter behind the residence with a firearm. The trooper gave verbal commands for Carter to drop the firearm,” state police said.
Carter, though, apparently failed to heed commands to drop the weapon, as state police said the “trooper fired his agency-issued firearm, fatally wounding Carter.”
Carter, according to the Barbourville Police Department, was arrested in Stanton, Texas, in January on a warrant charging him with first-degree rape, incest, possession of matter portraying a sexual performance by a minor (victim under the age of 12), and use of a minor in a sexual performance (victim under the age of 16).
He was extradited to Kentucky and lodged in the Knox County Detention Center on February 18, according to online records, and given a $100,000 bond.
