A Kentucky county clerk has been indicted on two charges.
Owsley County Clerk Shanna Oliver, 41, of Booneville, was indicted by a Franklin County Grand Jury for tampering with public records (class D felony) and second-degree official misconduct (class B misdemeanor), according to the Kentucky attorney general’s office.
The attorney general’s office said that the indictment states that “upon proper request and knowing she lacked the authority to retain them, Oliver unlawfully refused to deliver public records in her possession to public servants from the Kentucky Department of Vehicle Regulation, who were lawfully entitled to receive such records for examination or other purposes.”
Additionally, Oliver is accused of unlawfully refraining from performing her duty when she failed to send paperwork regarding the purchase of a trailer to the Kentucky Department of Vehicle Regulation.
In 2016 and again in 2020, then state Auditor Mike Harmon essentially accused Oliver of not doing her job when he reported that an audit could not be completed because Oliver failed to maintain adequate records of fee account receipts and expenditures.
It was also noted by Harmon’s office at the time that Oliver did not submit quarterly reports to the Dept. for Local Government, or reconcile her official bank account to financial records, among several other apparent derelictions of duty.
