Man who repeatedly raped, sodomized young relative sentenced in Hopkins Co.

A Madisonville man has been sentenced to over 20 years in prison on child sex charges, including rape and incest.

Billy W. Morseman, 49, was sentenced to 22.5 years for sexually abusing victim[s] under the age of 12 multiple times, including at least one relative. The sentence was a result of a mediation hearing and sentencing hearing.

He was found guilty on three counts each of sexual abuse (victim under the age of 12), sexual abuse, first-degree sodomy (victim under the age of 12), first-degree sodomy, incest (victim under the age of 12), and first-degree rape along with one count of first-degree rape (victim under the age of 12) and one count of incest.

He must serve at least 85 percent of his sentence before he is eligible for parole.

Morseman has been lodged in the Hopkins County Detention Center since his arrest in March 2021.

“Thank you to the Madisonville Police Department for their hard work in this case,” Commonwealth’s Attorney Kathryn H. Senter told The Messenger. “The Commonwealth’s Attorney’s Office commends the bravery of the minor victim, who participated in the mediation hearing and testified during the sentencing hearing.”
