Man arrested 3 times in 3 counties in 6 months for child sex offenses, including first-degree rape of a child

A man is facing child sexual abuse and rape charges in three Kentucky counties.

Chad L. Delucenay, 34, of Scottsville, was initially arrested on child sexual exploitation offenses in June of this year in Allen County, according to Kentucky State Police.

In the Allen County case, Delucenay was charged him with 10 counts of distribution of matter portraying a minor in a sexual performance (victim under the age of 12), and 10 counts of possession of matter portraying a minor in a sexual performance (victim under the age of 12). Both charges are class C felonies, punishable by five to 10 years in prison.

He was again arrested on November 1, 2023, in Todd County where he was charged with first-degree rape (victim younger than 12) and first-degree sexual abuse (victim younger than 12) following indictments by a Todd County Grand Jury.

On Saturday, Delucenay was arrested by the Kentucky State Police Electronic Crime Branch after he was discovered sharing images of child sexual exploitation online. The charges come after an indictment was handed down by a Barren County Grand Jury following state police presenting evidence the suspect promoted a minor in a sex act.

In the latest case against Delucenay, he was charged with 10 counts of promoting a minor under the age of 16 in a sexual performance, a class B felony punishable by 10 to 20 years in prison. Kentucky State Police said he was lodged in the Barren County Detention Center. He is no longer listed as an inmate at that facility.
