Sunday night at approximately 9:30, Kentucky State Police conducted a traffic stop on Hwy 231, south of Owensboro, on a speeding vehicle.
Upon making contact with the driver, 37-year-old Joseph Carter, of Utica, police suspected him to be under the influence of drugs and or alcohol, and asked Carter to exit the vehicle. During the investigation, authorities located a methamphetamine pipe with suspected meth residue in the pipe, police said.
Carter was arrested and charged with his third DUI offense (with aggravating circumstances), possession of a controlled substance (meth), wanton endangerment, and driving 24 mph over the speed limit.
He was lodged in the Daviess County Detention Center where he’s being held on a $25,000 partially secured bond.
