A former eastern Kentucky deputy judge-executive has been indicted for allegedly stealing thousands of dollars from an animal shelter.

Attorney General Daniel Cameron announced on Friday that a grand jury presentation by his Office of Special Prosecutions resulted in the indictment of 55-year-old Kim Dawes, who formerly served as Estill County deputy judge/executive. She was indicted on one count of abuse of public trust (over $10,000 but less than $100,000). The charge is a class C felony, punishable by five to 10 years in prison.

According to the indictment, while employed by Estill County Fiscal Court, Dawes committed the offense “when she dealt with public money from the Estill County Animal Shelter as her own and failed to make the required payment or disposition.”

The case was initiated by a referral from Kentucky Auditor Mike Harmon.

An entirely new Estill Co. Fiscal Court was elected in November 2018, with Dawes’ last day in office December 31, 2018, according to a local news outlet, the Citizens Voice and Times.
