KSP: 3 employees of facility for at-risk boys arrested for assaulting residents

Three employees of a Clinton County facility for at-risk teenage boys have been accused of assaulting residents.

On Monday, Kentucky State Police was notified that a resident of Foothills Academy, in Albany, had been taken to Clinton County Hospital with injuries incurred at the facility.

After an investigation, on Wednesday state police arrested three employees: 24-year-old Cecil Nevels, of Monticello, was charged with second-degree assault and two counts of fourth-degree assault; 20-year-old Chris Dunagan, also of Monticello, was charged with fourth-degree assault; and 18-year-old Gabriel Martin, of Albany, was charged with two counts of fourth-degree assault.

The trooper, in the criminal complaint, said that Nevels and Martin were charged for assaults on two Foothills Academy residents, according to media reports.

Nevels and Dunagan were lodged in the Wayne County Detention Center, while Martin was lodged in the Clinton County Detention Center. They are no longer listed as inmates.

According to its website, “Foothills Academy is committed to providing a safe environment for youth that encourages and promotes changes in values and behavior. We believe that change is best accomplished through collaborative efforts from the youth, the family, the community, and dedicated staff.”

The Foothills Academy website further states that at the 72-bed facility “young males (ages 13-18) receive many services. Residents receive individual, group, and family counseling. They are active in drug and alcohol counseling along with anger and behavior management.”
