Prosecutor says Northern Ky. officers justified shooting man who pulled gun during traffic stop

A prosecutor says the fatal shooting of an armed man by police in Northern Kentucky was justified.

Villa Hills Police Officers Sean Dooley and Jacob Bolton did not violate any laws based upon a review of the Kentucky State Police investigation, news outlets reported, citing Kenton County Commonwealth Attorney Rob Sanders.

Randall Lockaby, 57, of Manchester, a felon in Pennsylvania, was fatally shot on February 2 during a traffic stop on I-75. The stop was captured on both dashboard and body cameras.

In the video, Lockaby, who is behaving suspiciously, is asked by Dooley to exit his truck so Dooley’s K-9 can be deployed around the vehicle. As Lockaby exits the truck, he pulls a handgun from his waistband and points the gun at Dooley, resulting in Bolton and Dooley shooting Lockaby multiple times.

Bolton reasonably perceived the need to use deadly force to prevent Dooley from being shot, Sanders said.

“These officers acted lawfully,” Sanders told news outlets. “They acted in self-defense and quite frankly they acted heroically in the protection of one another and their own lives.”

Police initially stopped Lockaby’s because he was speeding. Police found multiple firearms in the truck.
