Beaver Dam convicted felon arrested on 20 charges after being caught trying to steal motorcycle

A Beaver Dam convicted felon, already wanted on nearly 20 felony charges, has been arrested on drug and theft charges after being caught trying to steal a motorcycle.

Early Monday morning, a Kentucky State Police Trooper was patrolling the McHenry community when the trooper observed a suspicious person wearing a ghillie suit (camouflage clothing) loading a motorcycle into an enclosed trailer at the old McHenry School.

Police said that as the trooper approached, the suspect, 36-year-old Chester C. Howard, fled into the abandoned school. A short time later, the trooper located Howard hiding under the gym stage.

After a 30-minute standoff with police, troopers took Howard into custody. He was charged with four counts of possession of a controlled substance (methamphetamine, unspecified drug), four counts of receiving stolen property, two counts of tampering with physical evidence, two counts of obscuring the identity of a machine, two counts of possession of marijuana, two counts of being a persistent felony offender, cruelty to animals, two counts of possession of drug paraphernalia, and a probation violation for a felony offense.

He was lodged in the Ohio County Detention Center on a $25,000 cash bond.
